A Physicist who pioneered the field of negative ion spectroscopy, Branscomb founded the Joint Institute for Laboratory Astrophysics, edited the Review of Modern Physics, and later became Director of the National Bureau of Standards, Chair of the National Science Board, and Vice President and Chief Scientist of IBM. He was an author and co-author of books on research and innovation policy, comparative studies of S&T policy in other countries, and lastly, a study with Philip Auerswald of technical risk-taking in high-tech innovations.
