James A. Baker III is senior partner in the law firm of Baker Botts, Honorary Chairman of the James A. Baker III Institute for Public Policy at Rice University and member of the board of the Howard Hughes Medical Institute. He served in senior government positions under three U.S. Presidents: Secretary of State under George H.W. Bush; Secretary of the Treasury under Ronald Reagan and Undersecretary of Commerce under Gerald Ford. From 1997 to 2004, he served as the personal envoy of United Nations Secretary-General Kofi Annan to seek a political solution to the conflict over Western Sahara. In 2003, he was appointed special presidential envoy for President Bush on the issue of Iraqi debt. In 2005, he co-chaired the Federal Commission on Election Reform with former President Jimmy Carter. In 2006, with former U.S. Congressman Lee H. Hamilton he co-chaired the Iraq Study Group, a bipartisan blue-ribbon panel that conducted an independent assessment of the situation in Iraq.
