Frank R. Baumgartner

Baumgartner's most important work is the co-creation of the Policy Agendas Project. The topic now occupies dozens of scholars in the U.S. and dozens more in the now organized comparative study of policy agendas primarily in Europe, but with outreach to the world. The comparative group has spawned an annual international conference, a large number of books and articles. His newer work on explaining the decline of the death penalty in the U.S. shifts focus from policy process to substance.
