Current research centers on conditions for fostering excellence in public policy analysis. Prior work concerned electronic instruments (MIT Radiation Laboratory 1948). Children's moral development (dissertation, 1951), legislators' roll-call votes and their constituencies (1958), the Fourth French Republic (1967), and the needed development of practical social science (1976). He moved from natural to social sceince to seek ways of fostering practical research guided by ethical criteria.
