As the primary civil rights political appointee during the late 70s, as head of one of the nation’s major civil rights organizations, and as a scholar, his body of work on equality of opportunity and desegregation is unmatched. While his work on the appeals court takes him away from education and civil rights, the same commitment to fairness, equity, and the rule of law that motivated his education and civil rights work now motivates his beautifully written opinions.
