For 25 years his main area of research has been the economics of competition. This was mainly applied work for the Government as a member and then chairman of the German Monopoly Commission, as a consultant to various European Governments and as a consultant for private firms as well as an expert witness in merger cases and other antitrust topics. Until his retirement from the University of Cologne he also was director of the Institute of Energy Economics in the University. They advised the German Government and other institutions on issues of the liberalization of the German and the European power and gas markets. Has done research and advised policy makers for thirty years in the field of telecommunications liberalization. After his retirement in 2003, has continued to work in the field of competition analysis; but is increasingly coming back to theoretical work on the foundations of welfare economics. In particular he is trying to develop a coherent framework for welfare economics when preferences of agents are endogenously determined by economic forces.
