Barbara F. Walter is Rohr Professor of International Affairs at the School of Global Policy and Strategy at University of California, San Diego. She is an expert on international security, with an emphasis on civil wars. Her research is on the behavior of rebel groups in civil wars, including inter-rebel group fighting, alliances and the strategic use of propaganda and extremism. She has authored multiple books, including Reputation and Civil War: Why Separatist Conflicts Are So Violent and How Civil Wars Start and How to Stop Them. She also co-founded the online magazine Political Violence @ a Glance and serves on the United Nations’ Security Sector Reform Advisory Board. She received her Ph.D. from the University of Chicago and is a member of the National Academy of Sciences.
