Commission on Language Learning: White Papers

Five white papers were appointed under the direction of the Commission on Language Learning. The purpose of the white papers was to provide context and vital information and data on issues articulated in the Congressional letters to the Academy requesting the Commission.

Foreign language, Cultural Diplomacy, and Global Security by Gail H. McGinn, the former (retired) Deputy Under Secretary for Plans in the Office of the Under Secretary of Defense for Personnel and Readiness, and the first Department of Defense Senior Language Authority.
